North Carolina Republican lawmakers voted to override the Democratic governor's vetoes on two election bills on Tuesday, giving themselves new power over election administration and shortening a key voting deadline ahead of the 2024 election. Currently, all election boards in the state are controlled by the governor's party, with nominations made by state parties and appointments made by the governor. "The legislative takeover of state and local elections boards could doom our state's elections to gridlock and severely limit early voting," Cooper said when he vetoed the bill. If county or state election boards do not approve early voting sites and schedules in accordance with state law, early voting can only take place at the county board of elections office. (AP) — Tropical Storm Ophelia was expected to make landfall on the North Carolina coast early Saturday morning with the potential for damaging winds and dangerous surges of water, the U.S. National Hurricane Center said. Ophelia was about 70 miles (115 kilometers) south of Cape Lookout, North Carolina, and heading north-northwest at 12 mph (19 kph) late Friday after spinning into tropical storm during the afternoon. A tropical storm warning was issued from Cape Fear, North Carolina, to Fenwick Island, Delaware. The governors of North Carolina, Virginia and Maryland declared a state of emergency Friday as some schools closed early and several weekend events were canceled. The North Carolina Ferry System on Friday suspended service on all routes until conditions improve, officials said.

CNN —Police at the University of North Carolina at Chapel Hill responded to an “armed and dangerous person on or near campus,” according to an alert from the university on Monday. A witness on campus told CNN they were locked down in their building and saw armed officers searching campus. The UNC Hospital also has received no patients from the scene, a spokesperson told CNN. Video from CNN affiliate WRAL in Chapel Hill showed a large number of police vehicles at the campus with their lights flashing. Calls to the Town of Chapel Hill were not immediately returned.

It’s a persistent sense that the inner circle of advisers to the president and several of the very few aides who have been hired for his reelection campaign dismiss as absurd. “They are so underestimated, and they keep getting it right,” said Jim Messina, former president Barack Obama’s 2012 reelection campaign manager, who has been one of the people privately advising Biden’s team to ramp up gradually. “We will grow and ramp up alongside the Biden campaign, probably in late fall or early next year,” Barnes said. “The most important power of incumbency is taking time to plan and build your campaign while your challenger is busy with a primary,” a Democratic campaign veteran said. “You can raise more now, but President Biden is raising less,” a veteran Democratic fundraiser on the West Coast said.

Near-total abortion bans have taken effect in 14 states since the Supreme Court ruling, according to the Guttmacher Institute, an abortion rights advocacy research group. The bill under consideration by the state House on Tuesday was a heavily amended version of that measure. Democratic lawmakers last week filed 1,000 amendments to the House version, ensuring that debate would last for dozens of hours, since lawmakers may speak for six minutes for and against each amendment.
